Congress wants consultations on Syria but doesn’t want to vote


In a stunning vote, the British Parliament rejected taking military action in Syria, effectively leaving the U.S. without its closest ally. President Obama and his administration are working overtime to rally congressional support and fight notions that it will be a repeat of the 2003 Iraq invasion.
