Senate Minority Leader Mitch McConnell, Republican of Kentucky, and Senate Majority Leader Harry Reid, Democrat of Nevada, testified Tuesday before the Senate Judiciary Committee, where they debated an amendment that would allow Congress to regulate campaign finance simultaneously at the federal and state levels.
