Sen. Merkley: Filibuster changes needed to ‘address the issues facing America’


Sen. Jeff Merkley (D-OR) joins Lawrence O’Donnell to discuss the voting rights bill, and why reforming the Senate’s filibuster rule may be necessary to get the bill to President Biden’s desk. Sen. Merkley says the filibuster was designed to be used under rare circumstances and Republicans are now using it routinely for “silent, no effort, no show obstruction.”
