If this move does happen, the Republican party would be to blame if a government shutdown occurs, as Sens. Tom Coburn and Richard Burr continue to argue this point. As Republicans attempt to cobble a legislative strategy in August, the White House will prepare for a fight this fall over the budget and the debt limit.
