I offered a refresher on the lessons of the Barbary Wars (as I've been known to do).Without getting too lost in the history, then, as now, it was the gap between the first and second Barbary Wars that is most instructive to us as we try and carve out foreign policy solutions to unmitigated terror.Now, I'm not suggesting that the protesters in Cairo who tore down our American flags and replaced them with Islamist flags are terrorists, though the argument is certainly easy to make for the assassins in Libya, who took the lives of four American servicemen, including the Ambassador to Libya, Chris Stevens.
