CIA Torture Report: Why Not Ban Torture?


The U.S. is a signatory to the UN Convention Against Torture - but the Bush administration argued it didn't apply to America outside of the U.S.. President Obama has been petitioned by human rights advocates and military officials to issue a wholesale ban of torture. So why not ban torture completely? We ask attorney and former State Dept official  Beth Van Schaack.
