* Joe Biden this morning unveiled an ambitious new energy plan, including "a proposal to achieve entirely carbon pollution-free power by 2035."

* Today's marquee contest is Alabama's Republican U.S. Senate primary, pitting former Attorney General Jeff Sessions against former college-football coach Tommy Tuberville. The winner will take on incumbent Sen. Doug Jones (D) in November.

* It's also primary day in Texas, where the highest-profile race is the Democratic U.S. Senate primary. The top two contenders are Air Force veteran M.J. Hegar and state Sen. Royce West, with the winner set to face incumbent Sen. John Cornyn (R) in the fall. (For his part, Cornyn has tried to boost West, apparently seeing him as easier to defeat in the general election.)

* Speaking of the Lone Star State, Joe Biden's presidential campaign has taken the rather extraordinary step of buying airtime in Texas for a minute-long campaign ad, which will debut today. It's been a while since a Democratic presidential candidate aired a general-election ad in Texas, where Republicans have dominated in recent decades.

* Maine will also host some primary elections today, including a Democratic U.S. Senate contest and a Republican U.S. House contest.

* The number of Republican officials planning to skip their party's national nominating convention next month continues to steadily grow. “Everybody just assumes no one is going,” Rep. Darin LaHood (R-Ill.) said yesterday, despite being an honorary state co-chairman for the Trump campaign.

* Steve Guest, the director of the RNC's rapid response operation, tweeted a picture yesterday of Joe Biden taking one of his kids to a football game many years ago. While the tweet was apparently intended as an attack -- the child in the image was wearing a Washington “Redskins” hat -- Guest took the tweet down when many noticed it showed the Delaware Democrat as a loving family man.

* The Washington Post reported this week that Brad Parscale, Donald Trump's campaign manager, "increasingly finds himself out of favor with his boss and hemmed in by newly hired staffers and recently promoted advisers." Among the troubles is his location: the article added, "Parscale lives in Florida, while the campaign is based in Northern Virginia. Staffers say that when they talk to him, he is often by his pool in Fort Lauderdale."
