Russia's annexation of Crimea may have happened with the ease of taking candy from a baby, but further absorption of Ukraine's eastern region has been met with stiffer resistance. Yesterday we learned that Vladimir Putin was claiming to have withdrawn Russian troops from the Ukraine border and was discouraging pro-Russian activists from holding a referendum that will likely exacerbate political tensions within Ukraine. But it's difficult to see through Putin's mask to know his true intentions. Given the scary stakes, observers of Putin's apparent concessions were left wondering....
