Was Bachmann really not concerned about reelection?

As Minnesota Rep. Michele Bachmann announced that she will not seek reelection in 2014, there are still questions over whether an ethics investigation into her presidential campaign and what would be a very close congressional race factored into her decision. Bachmann denies that either had anything to do with it.
