Columbia, SC raising eyebrows over plan for homeless people


The “Homeless Emergency Response Plan” in Columbia, South Carolina is banning homeless people from a 36-block area in the city’s business district. People will be given the choice to leave town, go to a shelter in the outskirts of the city, or go to jail.
