Nuclear analyst: N. Korea is calling the shots before summit

MSNBC Anchor Richard Lui and his panel discuss the significance of Kim Jong Un’s decision to suspend nuclear testing. Gordan Chang, columnist for The Daily Beast, says they are only suspending trials because North Korea has accomplished what it needed to accomplish. Nuclear analyst Joe Cirincione said North Korea has the upper hand leading up to the upcoming summit with the U.S. “Kim is calling the tune and he’s trying to make Donald Trump dance to it,” Cirincione said.
