AUSTIN -- Of all the potential 2016 presidential candidates, only Sen. Rand Paul came this year to speak at South by Southwest, the annual film, music and technology festival in Austin. In a packed room at the Marriott Hotel here, the Kentucky Republican spoke with Texas Tribune editor Evan Smith, mostly about tech and tech policy. Paul, who intimated that the only thing that could keep him from running for president was his wife, focused on two signature issues: privacy and sentencing reform. But he also got in several jabs at former Secretary of State Hillary Clinton.
