The FBI released its latest hate crimes report but because only 65% of police agencies reported data in 2021, the report is less precise than years past. NBC News' Ken Dilanian reports on why the FBI's new crime data reporting system contributed to the problem and how 2021 still recorded the third-highest total of hate crimes in a decade.
