Bombing the oil infrastructure of ISIS will not be enough to cripple the terrorist group's financing, according to a new report. Several senior intelligence officials and diplomats tell the Financial Times that without a ground campaign it will be hard to stop ISIS from financing its core operations and paying its more than 30,000 fighters in its military force.Dec. 17, 2015
