Congressional hearings on the IRS' scrutiny of Tea Party groups began on Friday with the House Ways and Means Committee hearing testimony from the former acting IRS head Steven Miller and J. Russell George, Treasury's inspector general. More hearings are expected next week from the Senate Finance Committee and the House Oversight and Government Reform Committee.

Republican Congressman Vern Buchanan of Florida, who sits on the Ways and Means Committee, joined Morning Joe on Friday prior to the hearing to discuss his concerns regarding the IRS' actions.

"I’m concerned about the culture of the IRS," he said. "As someone who’s been in business for 30 years, I know there’s a belief and a value system, that culture can be good or it can be bad. Obviously we’ve got a lot of problems within the IRS; a lot of questions that need to get answered…We can’t be in the business of targeting Americans.”
