A Senate hearing on what President Obama and Secretary Hagel have called the "scourge" of sexual assault in the military gets underway Tuesday.

"If we expect to have military readiness, and we expect our forces to be ready for anything," Senator Kirsten Gillibrand, who spearheaded the efforts to combat the epidemic, said on Morning Joe Tuesday. "We cannot have men and women being attacked by their colleagues."

Jansing & Co. will cover the hearing live and discuss whether these crimes should be taken out of the chain of command with Colonel Jack Jacobs, a Medal of Honor recipient and msnbc Contributor, and The Washington Post's Ruth Marcus and National Journal's Josh Kraushaar.

Plus, Tea Party groups targeted by the IRS testify before a House committee Tuesday.

And President Obama is set to nominate three people to serve on the D.C. Court of Appeals.
