The Boy Scouts of America voted to end their ban on gay scouts. But they maintained their ban on gay scout leaders. The decision to allow gay scouts came after years of debate, and it starts to put the Scouts more in line with general public opinion, which has shifted quickly and dramatically to accept homosexuality.
