President Obama will make his first major counterterrorism speech of his second term today. He plans to put limits on the nation's use of unmanned drone strikes that have rankled liberals and libertarians alike. He will also renew his vow to close the prison at Guantanamo Bay. The speech comes one day after the administration formally acknowledged for the first time that four Americans had been killed in drone strikes. And most importantly, it represents a break from the policies of that guided the administration of George W. Bush -- policies the Obama administration maintained and in some cases expanded.
