Marc Short says migrant separation is meant to 'enforce the law'

Marc Short, White House Director of Legislative Affairs, defends the administration's 'zero tolerance' policy for illegal border crossings, which has left hundreds of children separated from their parents: "I don’t think it’s so much meant to be a deterrent as it’s really just trying to enforce the law," adding, "We are happy to change the policy once Congress gives us the tools to do it."
