The World Health Organization on Wednesday said that the new coronavirus outbreak can be characterized as a pandemic, saying they were "deeply concerned both by the alarming levels of spread and severity, and by the alarming levels of inaction." An outbreak is considered a pandemic when a new disease spreads around the world, and most people do not have immunity to it, according to the WHO.
