1. Chris Hayes gives the latest on the escalating tension between Ukraine and Russia surrounding the Crimea region of Ukraine. 2. After Ohio Gov. John Kasich signed into law a bill that will make casting a provisional ballot harder, Democrats are fighting back. Joining Chris Hayes to explain how is Ohio gubernatorial candidate, Ed Fitzgerald.

3. Last week 27,000 pages of emails were released from the office of Wisconsin Gov. Scott Walker. And one of them, as Joan Walsh suggests was a "'joke' about a woman trying to sign up her dogs for welfare, because 'my Dogs are mixed in color, unemployed, lazy, can’t speak English and have no frigging clue who the r Daddys are. They expect me to feed them, provide them with housing and medical care, and feel guilty.' The punch line: 'My Dogs get their first checks Friday.'" Given Walker's record on Welfare, this email turns out to be much worse than just a bad joke. Chris Hayes comments.
