The Republican party's old conundrum: outreach or exclude?

As the white share of the vote in elections drops, the Republican Party must either outreach to minority groups or face some very tough election years ahead. But a new thread of thought within the GOP says that outreach to whites, not minorities, is the way to win going forward.
