The Rachel Maddow Show, Transcript 6/14/2016

Guests: Patty Sheehan

Show: THE RACHEL MADDOW SHOW Date: June 14, 2016 Guest: Patty Sheehan

DAN SAVAGE, ACTIVIST: He could be both of those things, a self-loathing deeply conflicted gay or bi-man and also had been radicalized and a religious extremist. So, these are not mutually exclusive categories, as Josh Barro pointed out.

CHRIS HAYES, MSNBC HOST, "ALL IN": Yes, it is not either/or in these circumstances.

Dan savage, thanks for your time, really appreciate it.

SAVAGE: Thank you.

HAYES: All right. That is "ALL IN" for this evening.

THE RACHEL MADDOW SHOW starts now. Good evening, Rachel.

RACHEL MADDOW, MSNBC HOST: Good evening, Chris. I hope that you and I will be speaking later on for that live 11:00 show tonight.

HAYES: You bet. I`ll be here.

MADDOW: Indeed. Thanks, my friend. I appreciate it.

And thanks to you at home for joining us this hour. We`re going to be live this hour at 9:00 p.m. Eastern. We`re going to be live again this evening at 11:00 p.m. Eastern, because there`s a lot of stuff going on in the news right now, a lot of correspondents and anchors in far-flung places covering multiple stories including the end of the Democratic primary tonight. But also the ongoing national response and political response now to what happened in Orlando this weekend.

Now, one of the outstanding logistical questions about that, about the Orlando nightclub massacre that happened this weekend, one of the logistical questions about that that has yet to be fully answered is the question of how the killer got his guns inside that nightclub. How he got in while he was armed with at least two weapons. This was not a particularly high-security environment, it was just a nightclub. But there was somebody checking I.D.s, there were bouncers.

And we now know from law enforcement that the killer got into the club with two guns on him, at least. He was carrying two loaded weapons and a significant amount of extra ammunition. Now, as long as people weren`t being frisked or walked through a metal detector it`s not that hard to understand how a person could get a handgun and spare bullets and even spare ammunition magazines for a rifle, how you could get those things smuggled into a nightclub.

But how do you get the rifle into the nightclub with nobody noticing? Full-size assault-style military-style rifle, how do you get that in? We had been told from Sunday night into yesterday the killer had used an assault-style rifle. But we didn`t know much more than that about what weapon he used. Now, though, that logistical question about how somebody could get a rifle, a long gun into a nightclub, it may be at least partially answered because we now know that this assault-style rifle was one of these.

It`s called a SIG Sauer MCX. I`m going to show you a clip of how they market this particular rifle. I will warn you, if you`re sensitive to gun imagery, in particular this video, this advertisement is a little disturbing given what we now know about how this rifle, this particular model of rifle, was just used inside that nightclub.

But I actually think that -- I`m sort of willing to risk it being disturbing because I think it`s helpful to see, it`s helpful to understanding part of the logistics of what just happened and how this killer pulled it off because of the particular features of this particular gun, including the SIG Sauer brags in this advertisement.

OK. Here`s the gun ad. Watch.

(BEGIN VIDEO CLIP)

AD ANNOUNCER: Shooter, make ready. The SIG MCX is here and it`s unlike anything you`ve seen or heard. Engineered for 300 blackout. Designed from the ground up to be silenced, light, and short. A new breakthrough in modularity.

The SIG MCX eclipses everything that`s come before it. It`s the start of a new era. And it`s only from SIG.

(END VIDEO CLIP)

MADDOW: That is apparently the rifle that was used at the nightclub shooting this weekend. That`s the way that SIG Sauer advertises that rifle.

Knowing that gun was one of at least two weapons that was used to kill 49 Americans in a dark nightclub this weekend, it`s a little bit hard to watch that footage of the black-clad shooter walking around in a foggy environment, shooting at targets. But if you watch what their advertising about the gun, it does also explain part of how this guy may have gotten that weapon inside the club in the first place. This is a long gun, a full-sized rifle.

But one of the things SIG Sauer brags about for this rifle in particular is it folds up very small.

(BEGIN VIDEO CLIP)

AD ANNOUNCER: Designed from the ground up to be silenced, light, and short.

(END VIDEO CLIP)

MADDOW: When they say short, they`re not talking about the length of the barrel. They`re talking about the back half of the gun. They`re talking about the part of the gun that goes against your shoulder. They`ve got that little graphic there to indicate a folding stock.

They sell this gun with all sorts of different attachments and all sorts of different ways you can configure it. But one of the things they brag on that is that it comes with a folding stock.

(BEGIN VIDEO CLIP)

UNIDENTIFIED MALE: The stock on the MCX can be folded or fully extended during its function and operation. It can be interchanged with any of the SIG folding socks that are out there on the market.

(END VIDEO CLIP)

MADDOW: So they`re proud of the modularity of this rifle. It comes with a folding stock that folds 180 degrees around and lays right alongside the rest of the rifle. So, you can fold it up and make it very small. You can also swap out that stock and put on all sorts of different stocks that they sell or that other companies sell, other ones that fold, some of the stocks we sell are telescoping which means they collapse. They just go down flat without you having to fold them.

I mean, what folding stocks and telescoping stocks have in common is that when you fold them up or compress them, they make this otherwise long gun short. They make it small. Not quiet handgun size, but small enough that conceivably you could conceal it in a coat or something if you wanted to get your full-sized military-style assault rifle into a crowded nightclub.

Now that law enforcement says that this SIG Sauer MCX is the gun used in the Orlando nightclub massacre, there are a couple other things about this gun that seem important now in terms of understanding what just happened and what may happen in response to the shooting. Now, this gun is not technically an AR-15 rifle. The most popular American assault rifles are generally described as AR-15s.

Now, this gun, the SIG Sauer, is a gun that is substantially similar to an AR-15, you can take the top of this gun off and combine it with other parts of an AR-15 so it`s modularly compatible with an AR but it`s a little bit different.

And in terms of understanding what happened inside that dark nightclub at 2:00 in the morning Sunday and how one guy was able to kill 49 other people and wound at least that many, it helps to know and I think it`s chilling to know that one of the things that this American gun company markets about this gun is that it is super easy to fire. It`s easier to fire than an AR- 15. And it fires faster and with less kick than your standard AR-15.

If you`ve ever handled an AR-15, if you`ve ever fired one at a shooting range -- I like shooting guns at shooting ranges, I have shot an ar-15 a bunch of times. One of the things that is unnerving is that when you hold one and when you fire one, it`s light enough and controllable enough and easy enough to handle and use that literally a 4-year-old or a 5-year-old could reasonable handle one and fire it in the right direction.

It`s a very easy to use weapon that`s very light, very easy to handle, and that doesn`t kick much when you pull the trigger.

This SIG Sauer MCX is designed to be even easier to fire than that. Specifically, it`s designed to have even less kick than an AR-15, so you can squeeze off more rounds faster than even your standard AR-15.

(BEGIN VIDEO CLIP)

UNIDENTIFIED MALE: The felt recoil in the SIG MCX in comparison to the AR platform is very different. With the operating system contains an upper receiver, there is less recoil impulse into the shoulder, thus causing less muzzle flip and faster follow-on shots.

(END VIDEO CLIP)

MADDOW: Less muzzle flip. Faster follow-on shots. Less recoil impulse into the shoulder.

An AR-15 assault rifle, most popular assault-style rifle in the United States, is frighteningly easy to fire very quickly. It has almost no kick, very easy to handle.

This gun that was used in Orlando, we now know it`s a gun that is designed to have even less kick. Specifically so you can fire it even faster. And you can fold up the stock to make it super small to hide it inside your coat.

In SIG Sauer`s marketing material, they stress over and over again how this is a rifle that was designed for the military and for law enforcement. They say it was designed to Department of Defense specifications at the Pentagon`s request. They fall all over themselves in their marketing material to say how much respect they as a company have for the military and for law enforcement personnel. They say they make these guns as great as possible because they know police officers and soldiers` lives are depending on these guns.

And then they sell them to the general public. They sell them to anybody who walks in off the street. They`re legal for just about anyone to buy.

In 2013 and 2014, the Orlando nightclub shooter was put on a terrorist watch list by the FBI. The FBI found him suspicious enough to put on that watch list because of two things that happened in pretty quick succession.

First, the guy apparently made comments to his co-workers at his security guard job that were alarming enough that his co-workers called the cops on him. He apparently told his co-workers that he had family connections to al Qaeda. He also reportedly told his coworkers that he hoped law enforcement would someday raid his house in an anti-terrorism raid so he could die as a martyr while defending his family from American authorities.

So he`d said that stuff out loud at work. His co-workers were weirded out of enough they called the cops. The FBI ended up investigating him over those comments. That was their first point of concern.

Their second point of concern was this. This was two years ago. This guy was the first American known to have died as an ISIS suicide bomber in Syria. He was a guy from Fort Pierce, Florida.

And just before he committed his suicide bombing in Syria, before going back to Syria to commit that attack, he actually spent the last few months of his life at home in his hometown in Florida, in Fort Pierce. And U.S. officials say while he was home for those few months in Fort Pierce, Florida, right before his suicide attack he tried to recruit his Muslim friends at home that they should come back to Syria with him to also join ISIS.

Fort Pierce, Florida, is immediately adjacent to Port Lucie where Omar Mateen lived. It`s where Indian River State College is, which is where Omar Mateen got his college degree. It`s also right next to PGA Village where Omar Mateen worked as a security guard. These guys were from the same place.

And when that first American ISIS suicide bomber blew himself up in Syria in 2014, the FBI investigated his friends at home and it turns out his friends at home included Omar Mateen. And so after that suicide bombing in Syria, they questioned Omar Mateen on several occasions. They put him on a terrorist watch list.

And a terrorist watch list is a real thing. It`s not some automatic thing that you end up on because your name pings on a list or because your name looks funny to somebody or you end up in some database without anybody in a human way making a decision about it. The terrorist watch list is a real thing. The FBI makes overt decisions about putting people on that list and taking them off that list.

And they put Omar Mateen on that terrorist watch list for a reason. They investigated him. They asked him questions about these two different things, the things he`d said at work and his connections to this ISIS suicide bomber. Ultimately, they decided on that inquiry that he wasn`t a risk. They closed that inquiry and they took him off the list.

After the San Bernardino attacks last year, you might remember Democrats in Congress tried to pass legislation which would have made it illegal for anybody on a terrorist watch list to buy a gun. This happens to be a widely popular idea among the American people, including among American gun owners, that people on the terrorist watch list shouldn`t be allowed to buy guns. Most people think if you`re, say, on the no-fly list you shouldn`t be able to buy an AR-15 or SIG Sauer MCX or even a handgun.

But Republicans in Congress were having none of it. Even right after San Bernardino, Republicans in Congress, they want people on the terrorist watch list to continue to be able to buy guns. Even vulnerable Republicans up for re-election and not particularly red states, Republicans like Kelly Ayotte in New Hampshire, and Rob Portman in Ohio, and Ron Johnson in Wisconsin, they all voted that people on terrorist watch lists should be able to buy guns. Republicans in Congress stood united on that in the wake of San Bernardino.

But now, in the wake of Orlando, another prospect is being raised which maybe, who knows, maybe, maybe this time Republicans might be able to stomach? Some of them?

The FBI asks questions and opens investigations into people for all sorts of reasons. For example, their first interest in Omar Mateen, their first questioning of him was just because co-workers were disturbed by things he said about terrorism and violence at work. That was enough not just to put him on the FBI`s radar but to send the FBI out to question him, to assess whether there might be some danger there. They took that tip, they acted on it, they temporarily put him on a terror watch list because of that.

The FBI acts on tips. What if the FBI was tipped, what if the FBI was alerted when someone on a terrorist watch list or someone who used to be on a terrorist watch list bought a gun?

Republicans are completely enthralled to the NRA. And the NRA insists that people on terrorist watch lists still be allowed to buy guns. And so, maybe, you know, it`s too far for them to go, that people on terrorist watch lists could be stopped from buying guns.

But couldn`t the FBI just be told if that happened? Couldn`t the FBI just be alerted, just be tipped as a matter of course, if somebody on a terrorist watch list or used to be on a terrorist watch list went and bought a gun? Couldn`t they just be told?

Apparently, the NRA says you can`t stop them from making the purchase, not with the Republican politics we`ve got right now, and the way the NRA owns the Republican Party. But if you can`t stop them from buying the gun, what`s the objection to just letting the FBI know? That a suspected terrorist has just bought a gun?

Omar Mateen reportedly bought his handgun and his SIG MCX assault rifle 12 days before he committed this massacre in Orlando, 12 days. Had the FBI been tipped to that purchase because he`d previously been on a terrorist watch list for good reason, could they have seen this coming over the course of those 12 days? Could they have intervened somehow? Could they have noticed somehow over the course of those 12 days?

The Department of Justice says it is now looking into this possibility. The deputy attorney general telling reporters, quote, "The DOJ might look to adopt" -- excuse me, this is me quoting the "New York Times." "The deputy attorney general telling reporters on Monday that the justice department might look to adopt new procedures that would alert counterterrorism investigators if someone who had been on a terror watch list tried to buy a gun."

When Omar Mateen bought the two weapons he used in the attacks 12 days before he did it, the deputy attorney general told reporters, quote, "One would have liked to know about it." And by one she means the FBI, who had previously talked to this guy three different times because of two different instances of concern.

And so, this is part of the way this country is responding to the Orlando massacre. Will there be policy changes? Will Republicans and the NRA allow anything to be done to try and head off the next attack like this?

(BEGIN VIDEO CLIPS)

HILLARY CLINTON (D), PRESUMPTIVE PRESIDENTIAL NOMINEE: The terrorist who killed 49 people and wounded 53 others in Orlando did it with two guns, a handgun and a SIG Sauer MCX rifle. If you don`t know what that is, I urge you to Google it. See it for yourself.

This man had been investigated by the FBI for months. But we couldn`t stop him from buying a powerful weapon that he used to slaughter Americans in large numbers.

Let`s get this straight. We have reached the point where people cannot board airplanes with full bottles of shampoo. But people being watched by the FBI for suspected terrorist links can buy a gun with no questions asked. That is absurd.

BARACK OBAMA, PRESIDENT OF THE UNITED STATES: We have to make it harder for people who want to kill Americans to get their hands on weapons of war that let them kill dozens of innocents. It is absolutely true, we cannot prevent every tragedy. But we know that consistent with the Second Amendment there are commonsense steps that could reduce gun violence and could reduce the lethality of somebody who intends to do other people harm.

People with possible ties to terrorism who aren`t allowed on a plane shouldn`t be allowed to buy a gun. Enough talking about being tough on terrorism, actually be tough on terrorism. Stop making it easy as possible for terrorists to buy assault weapons.

(END VIDEO CLIPS)

MADDOW: President Obama and Hillary Clinton today both talking about the kind of small steps, lowest common denominator gun reform you`d think might be possible after the worst mass shooting in American history. That said, Republicans in Congress have given no sign so far today that they will even consider it.

And it used to be that this is the kind of conversation, this is the kind of talk we would have after mass shootings and terrorist attacks. We would have fights about policy and about access to guns and whether or not Congress would take any action whatsoever to try to curtail this sort of thing in the future.

And this is a little of what is going on post-Orlando. But politically we`re in a different world now. And, politically, the major thing that is now going on in the wake of the worst terrorist attack on U.S. soil since 9/11, the worst mass shooting in American history, politically what`s going on now is only a little bit about policy. And in the world that we`re in now has to be substantially about the Republican Party`s presidential candidate and what it is doing to the country right now to have someone in that position even suggesting what he is suggesting in the wake of this attack.

And that is next.

(COMMERCIAL BREAK)

(BEGIN VIDEO CLIPS)

DONALD TRUMP (R), PRESUMPTIVE PRESIDENTIAL NOMINEE: We have to be very strong in terms of looking at -- you have many, many people, thousands of people already in our country that are sick with hate. And people that are around them, Muslims know who they are largely, they know who they are, they have to turn them in, they know who they are, they see them, they have to report these people.

These people are out there -- many, many people are out there with worse intentions than what this guy had, worse. They`re out there. And people in his community and their community, they know who the people are. In some cases, they`re married to `em.

But they know who these people are. Almost in every case, they know who they are. They brag about it, they talk about it. Other people know.

People knew that this guy was going to create a bad act. They have to turn them in. If they don`t turn them in, we are never going to be able to get along. It`s going to be an impossible situation.

The Muslims have to turn people in. The Muslims you will find out, all sorts of things will be said about this guy, oh, gee, why didn`t we get him? They have to turn people in.

You`re going to find out with this savage that did this horrible thing over the weekend that many people said, oh, I knew that was going to happen. They`ve got to report them, because the Muslims are the ones that see what`s going on. The Muslims are the ones that have to report them. And if they don`t report them, then there have to be consequences to them.

BILL O`REILLY, FOX NEWS HOST: All right. Mr. Trump, as always, we thank you for making the time on a busy day.

(END VIDEO CLIPS)

MADDOW: Oh, all right Mr. Trump, thank you, sir. That was absolutely a totally normal thing for a presidential candidate to say. Night-night, see you later, thanks.

The Republican candidate for president is now insisting repeatedly that Muslims as a community in this country are the guilty ones because of this terrorist attack. There must be consequences for the Muslim community as a whole because the Muslim community is knowingly harboring terrorists. Muslims know this stuff is going to happen before it happens, the community is guilty, there must be consequences for that community because of it. All Muslims are aiding and abetting crime busy terrorists in this country.

I mean, this is a remarkable thing for anybody to say in public life. This is telling Americans who are Muslim, right, if you are Muslim and you are American, we want you to know that we think you are guilty of something by virtue of the fact that you are Muslim. We think you are with the terrorists, you are helping them.

If you`re not a Muslim in this country and you come across a Muslim in this country, you should think that that person is guilty and in cahoots with the terrorists by virtue of the fact that they are a Muslim. I mean, what he is arguing, that the Muslim community has been aiding and abetting terrorist attacks and they`re aiding and abetting and covering up the next one that`s about to happen -- I mean, this is the kind of thing that makes weaker countries convulse into sectarian and religious violence.

This is the kind of thing that in weaker countries, it eggs the population on at large to turn on its minorities, right, violently. And there`s always been some strain of this kind of argument on the far right edge of American politics. We are not used to it from someone in the role of major party presidential candidate, and we do not yet know how the country as a whole is going to respond to what Donald Trump has been calling for in the wake of the Orlando massacre.

But what we did get today is a sharp rebuke from Mr. Trump`s electoral opponent, Hillary Clinton, and also from the sitting president.

(BEGIN VIDEO CLIPS)

CLINTON: What Donald Trump is saying is shameful. It is disrespectful to the people who were killed and wounded and their families.

(APPLAUSE)

And it is yet more evidence that he is temperamentally unfit and totally unqualified to be commander-in-chief.

It was one thing when he was a reality TV personality. Oh, raising his arms, yelling you`re fired!

It is another thing altogether when he is the Republican Party`s presumptive nominee for president.

OBAMA: We are now seeing how dangerous this kind of mindset and this kind of thinking can be. We`re starting to see where this kind of rhetoric and loose talk and sloppiness about who exactly we`re fighting, where this can lead us. We now have proposals from the presumptive Republican nominee for president of the United States to bar all Muslims from immigrating to America.

We hear language that singles out immigrants. And suggests entire religious communities are complicit in violence. Where does this stop?

The Orlando killer, one of the San Bernardino killers, the Fort Hood killer, they were all U.S. citizens. Are we going to start treating all Muslim-Americans differently? Are we going to start subjecting them to special surveillance? Are we going to start discriminating against them because of their faith?

We`ve heard these suggestions during the course of this campaign. Do Republican officials actually agree with this?

(END VIDEO CLIPS)

MADDOW: President Obama today making remarks after a meeting with his national computer staff and a briefing about the Orlando massacre. And it is interesting to see the sitting president and the Democratic nominee tracking so closely in terms of the way they`re responding to the events of this weekend, and also tracking so closely in their criticism of Donald Trump.

We`ve never really had a sitting president who is both so popular and so aligned with his party`s nominee to succeed him that on the campaign trail, they`re able to do a one-two punch, right? They`re able to work in concert together on the same issues. But we`re definitely seeing that now with Obama and Clinton. We don`t yet know how it`s going to work but this is what it`s going to look like for the next five months.

A new Bloomberg politics poll is out, head to head nationwide, Hillary Clinton versus Donald Trump. Now, it`s interesting. This poll was taken half before the Orlando massacre and half after. The overall top-line results are very good news for Democrats. Hillary Clinton leading Donald Trump nationwide by 12 points now.

But if you look at the internals of that poll and some of the questions other than "who are you going to vote for for president", there are some shaky signs about how the country`s going to respond to this massacre, to this catastrophe in Florida. After the massacre happened this weekend, in the middle of taking this poll, pollsters started asking their respondents this question.

Quote, "If a situation similar to the Orlando shootings were to happen a year from now, would you have more confidence in Hillary Clinton or Donald Trump to deal with it as president?" Respondents picked Donald Trump by four points.

Also this, "Please indicate whether you think the phrase `would combat terrorist threats at home and abroad` better describes Clinton or Trump". Respondents said Trump by five points.

So, this poll overall shows Hillary Clinton beating Donald Trump nationwide by 12. But it also shows the country tacking toward him in the very immediate aftermath of this terrible attack.

It is almost unthinkable in our modern politics that you would have a national leader, the head of one of our two major political parties, telling Americans to start being suspicious of each other on the basis of religion after a terrorist attack, right? That you`d have a national leader telling Americans, you know what, we should turn on each other, we should start turning each other in, we should start being suspicious of Muslims among us, because you know what, these Muslims, they know about the terrorists, they are not turning them in, they are aiding and abetting and harboring the terrorists knowingly.

It is almost inconceivable that this is happening now in high-level American politics at the top of the Republican Party. And you see the rebuke and the backlash against that from Clinton and Obama, who are so opposed to Donald Trump, as the Republicans` nominee. And that`s politics.

But for us as a country, among the American voting public, maybe what Donald Trump is doing is working. Maybe people like it.

And if so, we are up against some very dark questions about who we are as a country and how strong we are as a country and what we are susceptible to.

We`ve got more on that ahead. Stay with us.

(COMMERCIAL BREAK)

MADDOW: The Verity Baptist Church is in Sacramento, California. It`s only a few years old. They`ve got a few hundred followers on their Facebook page.

On their website, the church says, "Eternal salvation is achieved not through works but through faith and grace." And now, thanks to the church`s YouTube page the work of their pastor is getting them quite a bit of national attention.

The church posted this video online of their pastor, Roger Jimenez, speaking at the pulpit a few hours after the massacre in Orlando on Sunday. They titled the clip of this sermon "The Christian response to the Orlando murders." And I want to warn you in advance despite the anodyne nature of that title, a lot of people will find the remarks by Pastor Jimenez to be upsetting.

(BEGIN VIDEO CLIP)

PASTOR ROGER JIMENEZ, VERITY BAPTIST CHURCH: People say, like, well, aren`t you sad that 50 sodomites died? Here`s a problem with that, it`s like the equivalent of asking me, you know, what if you ask me, hey, are you sad that 50 pedophiles were killed today? No, I think that`s great. I think that helps society.

You know, I think Orlando, Florida, is a little safer tonight now that 50 - - you know, the tragedy is that more of them didn`t die. I mean, the tragedy is -- I`m kind of upset he didn`t finish the job.

If we lived in a righteous nation and righteous government, then the government should be taking them. There`s no tragedy. I wish the government would round them all up, put them up against the firing wall, put a firing squad in front of them, blow their brains out.

(END VIDEO CLIP)

MADDOW: That was Pastor Roger Jimenez in his Sunday evening sermon. He preaches at a Baptist church in Sacramento, California, called Verity Baptist.

There have been some on the political right who have argued in response to the Orlando massacre that non-Muslim gay people in this country should turn against Muslims and become anti-Muslim after this attack because somehow Islam is uniquely violent and uniquely intolerant toward gay people, and this attack shows that. Well, in the last couple of days a vocal and terrifying minority of hard-right Christian pastors in the United States, including Pastor Jimenez, they`re doing their best to blow that argument out of the water. But Pastor Jimenez is not alone.

(BEGIN VIDEO CLIP)

PASTOR STEVEN ANDERSON, FAITHFUL WORD BAPTIST CHURCH: Everybody, Pastor Steven Anderson here from Faithful Word Baptist Church in Tempe, Arizona. I just wanted to record a quick video about the news this morning about the shooting in Orlando. I guess a Muslim terrorist went into a gay bar and shot them up, and there`s 50 sodomites, homosexuals, that have been killed, and another 50-some-odd injured. And then the Muslim guy himself was shot by the police, it sounds like.

And here`s the good news and the bad news about this. You know, the good news is that there`s 50 less pedophiles in this world, because, you know, these homosexuals are a bunch of disgusting perverts and pedophiles. That`s who was a victim here. The bible says that homosexuals should be put to death in Leviticus 20:13.

Obviously, it`s not right for somebody to just shoot up the place because that`s not going through the proper channels. But these people all should have been killed anyway, but they should have been kill the through the proper channels, as in they should have been executed by a righteous government that would have, you know, tried them, convicted them, and saw them executed because in Leviticus 20:13, God`s perfect law, he put the death penalty on murder, he also put the death penalty on homosexuality. That`s what the bible says.

And so, you know, the good news is that at least 50 of these pedophiles are not going to be harming children anymore. The bad news is that a lot of the homos in the bar are still alive.

(END VIDEO CLIP)

MADDOW: That was Pastor Steven Anderson of the Faithful Word Baptist Church in Tempe, Arizona.

Both of those videos we showed there, Christian pastors in the United States actively supporting the murders in Orlando because the victims were gay. Those videos were both removed from YouTube for violating the site`s policy on hate speech.

But that kind of thing can`t stop Pat Robertson on live television doing it his way, like he`s done for decades now.

(BEGIN VIDEO CLIP)

PAT ROBERTSON, TELEVANGELIST: But the fact that this Islamic gentleman opens fire on a gay nightclub and kills almost 50 homosexuals, that says something. And it tells a fact that Islam is against homosexuality. So the liberals are going to be scrambling to find some rationale. I think they`re going to have a hard time doing it. So, the left is having a dilemma of major proportions. I think for those of us who disagree with some of their policies, the best thing to do is to sit on the sidelines and let them kill themselves.

(END VIDEO CLIP)

MADDOW: Sit on the sidelines and let them kill themselves.

The 700 Club today put out a statement after those comments from Pat Robertson today. They said, quote, "Dr. Robertson`s commentary about the left, gay, and Muslim communities was clearly referring to politics -- killing themselves politically." Whatever that means.

While this response that has begun to emerge from this tragedy is disgusting and awful and upsetting, right, framing of the gunman`s actions as a positive, this narrative does become more complicated and inconvenient in light of new reports emerging that the Orlando gunman had a profile on a number of gay dating apps, that he once asked a male classmate out romantically, that he`d been sing hanging around the Pulse nightclub not just immediately before the attack but for years prior to the attack.

The FBI telling NBC News today that they are taking these reports seriously, although we don`t know what they`re going to do with them.

There`s also new reporting today that his wife drove him to the Pulse sometime prior to the attack, she says purportedly to scope it out prior to shooting it up. His wife reportedly cooperating with authorities, she said she tried to talk him out of the attack.

But the idea there are simple dividing lines here is getting harder to take day by day. And we`ve got somebody to talk directly to that issue from Orlando with us next.

Stay with us.

(COMMERCIAL BREAK)

MADDOW: Just before I got on the air tonight, NBC News projected the winner the final contest in the Democratic presidential primary. NBC News projects that Hillary Clinton has won the D.C. Democratic primary tonight. We`re going to have more on that and the end of the Democratic contest overall coming up in just a moment.

Stay with us.

(COMMERCIAL BREAK)

(BEGIN VIDEO CLIP)

LORETTA LYNCH, U.S. ATTORNEY GENERAL: For our friends, for our family members, for our loved ones within the LGBT community, places that offer safety and inclusion and acceptance have historically been few and far between even as they remain profoundly necessary. Everyone needs a place of safety, particularly because for our LGBT friends and family, home is not always the place where you are safe from judgment or violence.

(END VIDEO CLIP)

MADDOW: U.S. Attorney General Loretta Lynch speaking earlier tonight at the United State of Women Summit.

Joining us now from the great city of Orlando is the first openly gay city commissioner in that city, Patty Sheehan.

Commissioner Sheehan, thank you for joining us tonight. I know there are a lot of demands on your time. I really appreciate you being here.

PATTY SHEEHAN, ORLANDO CITY COMMISSIONER: Well, thank you, Rachel. It`s been an exhausting 48 hours but that`s nothing compared to what these families and victims have been through.

MADDOW: How are the families and the victims themselves, your constituents directly affected by this, how are people coping now?

SHEEHAN: They`re having a terrible time. I mean, we`ve gotten resources. We had to get translators. A lot of these folks are Hispanic and getting them the resources that they need. But it`s just horrible. I mean, these families are just absolutely devastated. They`re in shock.

I mean, I was walking the streets and saw a mother looking for her son and it`s the most heartbreaking thing. Then she finally found out that he had passed. You know, it was just -- it was just horrifying.

You know, so many good people have lost their kids. These were young people, their whole lives ahead of them. And, you know, we`re doing what we can.

I never thought as a city commissioner I would be making arrangements with the cemetery for burial plots for this many. It`s just been a really hard day. I mean, it`s been amazing how the community`s come together. I`m listening to some of the things that the far-right people are saying, it`s just horrible.

I`m catching a lot of flak because I said, hating a Muslim is the same thing as hating a gay person. And just -- it`s just been crazy. On social media, the anger and backlash at that. I`m like, how can you not see that?

For me, in my head, I don`t understand how people don`t see that connection. But there`s people in this country who hate the Muslim people and hate gay people too. It`s a very, very strange soup.

MADDOW: Are you worried in Orlando about backlash and about people turning on each other?

SHEEHAN: I`m not, because what`s been happening in Orlando has just been beautiful. We had this amazing vigil last night and there was members of the Muslim community, members of the gay community, and everybody was really together.

And there was a picture of me being embraced by a member of the African- American community, a minister that wanted to pray with me, and the executive director of our gay, lesbian, bisexual, transgender community center. And, I mean, it was just so amazing. The weird thing for me was I`m so used to being attacked that I can kind of deal with that, you know?

But when someone was nice and kind to me I just really broke down. It`s kind of sad because we as gay people are used to being attacked and we can kind of fight back. When someone extended his hand and prayed with me, which I wasn`t expecting at that moment, I just broke down. But everybody`s just been great. I mean, I think Orlando really has shown love and commitment to each other and it`s a wonderful community.

People think of Orlando, they think of the theme parks. They don`t realize we have a thriving downtown. This is in the middle of a very busy business district. This is kind of you`re main street in downtown Orlando.

And the businesses are bringing out water and food. Even though they`re losing thousands of dollars a day by having their businesses being closed because there`s media all on the street, you know, everybody has just been so amazing.

People are surprised how Orlando has come together. But that`s just the kind of community I come from. People say, why don`t you move somewhere else? I love Orlando, it`s my hometown.

I wasn`t born here. I just love this city and I love the people and they`ve come together so much. We`re actually talking about doing a big event with the Muslim community and gay community to talk about how we can work together, you know, to build a better community, which has never happened before.

So, no, this has not broken our resolve, it`s made our resolve stronger to show that Orlando is a great place and where people who love.

MADDOW: Commissioner, when things like that start to come together, I hope you`ll stay in touch with us and come back and talk to us about them when they start happening and also, if there`s things that Orlando needs that you`re not getting, let us know, stay in touch.

SHEEHAN: Well, thank you, Rachel. Like I say, the outpouring of support from the nation and internationally has just been incredible. I mean, like I say, the few crackpots that I`ve heard from has been nothing like the monumental support that we`ve heard from internationally.

MADDOW: Patty Sheehan, Orlando City commissioner, thank you so much for being with us tonight. Hang in there.

SHEEHAN: Thank you, Rachel.

MADDOW: Thanks.

All right. I`ll be right back. Stay with us.

MADDOW: In addition to everything else, tonight officially marks the end of the Democratic presidential primary. Democrats voted today in D.C., the very last primary of the cycle. Polls in the district closed 8:00 Eastern.

At this hour, NBC News is projecting that Hillary Clinton is the winner of that primary, as you can see, by a mile, by more than a 50-point margin at this point. Now, Secretary Clinton has already been declared the presumptive nominee of the Democratic Party. Tonight, she is winning the final primary.

But now what? Vermont Senator Bernie Sanders had said that he intends to stay in this race, not just now, but all the way through the convention next month, and that, of course, is his prerogative, but he is no longer competing for the nomination. The questions now are, what else he wants beside the nomination, who does he want from and how is he going to try to get it?

Well, tonight, with this final primary in D.C. now done, Bernie Sanders and Hillary Clinton had been in a meeting, one on one in Washington, D.C., no aides, no staffers. Reportedly, it is just the two of them in a room at the Capitol Hilton Hotel discussing the path ahead.

We`ve got that meeting staked out as we hear more about what happens in this meeting tonight between Sanders and Clinton. We will keep you posted.

MADDOW: We have some new information on that disturbing stabbing incident that took place in a Paris suburb last night. A police officer and his partner stabbed to death inside their home. French police have now arrested three people in connection with this attack are holding them for questioning. The arrest come as police executed raids all over Magnanville today, which is about 30 miles west of Paris. It`s where the attack took place.

The home of the primary support was raided. Police there found a list of potential other targets, which apparently included musicians, politicians and other police officers.

Last night, we reported that an ISIS-affiliated news agency had said that the attacker, the killer was an ISIS fighter. But today, we have learned that the attacker, who took the couple`s 3-year-old son hostage, he posted a video of himself to Facebook during the crime, during the attack, before he himself was killed by police. In the video, he admits to the killings, he pledges allegiance to ISIS, and he urges his fellow ISIS supporters to follow in his footsteps to kill other people, including this list of police, politicians, journalists, and people who he describes as traders to the regulation, all this part of jihad.

While the Paris prosecutors today said the attacker was 26 years old. He had previously been convicted for connections to a terrorist network. He was sentenced to three years in prison, for whatever reason. He only served six months. Today, the French President Hollande responded to the stabbing, saying it was undeniably an act of terrorism. He vowed to expand France`s counterterrorism resources even further than they already are.

We`ll continue to follow the story. And we`ll update you as we know more. Stay with us.

MADDOW: Programming note: tonight this very night, we`re going to have a special hour of election coverage starting at 11:00 Eastern, hosted by me, with slightly different hair, along with some political smarties I`m lucky enough to know who are all sticking around to do it late hour tonight. The Democratic Party`s presidential primaries and cause are now over. They are ending tonight.

So, we`re going to be having a live report from the meeting that is underway between Hillary Clinton and Bernie Sanders. The two of them presumably how they want this primary to end and what Bernie Sanders taking it all the way to the convention really means. Those two candidates are talking face to face right now. We`ve got that to talk about, plus, the D.C. results, plus what this means for the Democrats moving forward.

Be here with us right after "THE LAST WORD", 11:00 p.m. Eastern.

"THE LAST WORD" starts right now.
