Impact of Ryan plan 2.0 on GOP nominee

Republican House Budget Committee Chairman Paul Ryan released his new budget plan on Tuesday. It's very similar to the original version, thought most notably using the phrase "premium support" instead of "Medicare vouchers." The Ryan plan also includes a massive tax cut for the rich and it removes progressivity in the tax code by reducing it to two rates, 10 percent and 25 percent, without specifying at what income levels those two rates apply.    On Tuesday's show, msnbc's Lawrence O'Donnell dissected the plan and discussed the political implications of the proposal on Republican candidates with msnbc political analyst, Howard Fineman.
