First Word: Boston bombing suspect charged with using WMD

The Boston Marathon bombing suspect, Dzhokhar Tsarnaev, was charged Monday with using a weapon of mass destruction, and the White House says he will not be tried as an enemy combatant and that he will be tried in a civilian court. Tsarnaev, 19, a naturalized U.S. citizen of Chechen origin, was charged at Beth Israel Deaconess Medical  Center, where he is listed in serious condition.
