WashSpeak: Spending in the tax code

Democrats have adopted the phrase “spending in the tax code” to refer to tax revenue the government doesn’t collect because of tax deductions, credits and loopholes.

The president argues losing revenue by handing out tax breaks is that same as “spending” – the thing Republicans are so concerned about.
