Today's edition of quick hits:* Syria: "The United States formally suspended talks with Russia about the protracted Syria conflict on Monday because of the Russian military's role in the assault on the besieged Syrian city of Aleppo."* That's no small storm: "Hurricane Matthew, the most powerful Atlantic tropical storm in almost a decade, was gearing up Monday to deliver a potentially devastating blow to Haiti -- a Caribbean country that's still struggling to rebound from a series of earlier natural disasters. Packing 130-mph winds, Matthew was already lashing Haiti with torrential rains as it crawled north Monday."* The final tally was 50.2% to 49.8%: "A Colombian peace deal that the president and the country's largest rebel group had signed just days before was defeated in a referendum on Sunday, leaving the fate of a 52-year war suddenly uncertain."* Keep an eye on this one: "Saying relations with the United States have deteriorated in a 'radically changed environment,' President Vladimir V. Putin of Russia withdrew Monday from a landmark nuclear security agreement, in a troubling sign that the countries' cooperation in a range of nuclear areas could be threatened."* A bad idea gets the right response: "A panel of three federal appeals court judges on Monday declined to block a preliminary injunction against Indiana Gov. Mike Pence, the Republican vice presidential nominee, to keep him from withholding funds from refugee resettlement agencies."* India: "The Paris climate agreement, the world's strongest effort yet to try to curb the pace of climate change, sped even closer toward becoming active as India, the planet's fourth-largest emitter of greenhouse gases, formally joined the accord Sunday."* Sen. Johnny Isakson (R-Ga.), a Senate Foreign Relations Committee member, believes the United States should have "physically gone in" to Ukraine following Russian incursions, because that's required "under Article 5" of the NATO treaty.
