This is an amendment to the Internal Revenue Act of 1986. This means that the Finance Committee has passed this without the Senate voting on it at all. Trust Obama? You must be kidding!

For reals.For the record: Snopes notes that Sen. Jack Reed (D-Rhode Island) introduced the Handgun Safety and Registration Act on February 24, 2009. The bill never made it out of committee. "I am under no illusion that this legislation will be approved by this Congress or next Congress," Snopes quotes the senator as saying.
