Attorney General Eric Holder told the Senate Judiciary Committee Wednesday morning that President Obama will speak about the administration's drone program "very soon" in an effort to be more transparent.

Shortly after Holder's testimony, Senator Rand Paul began a rare talking filibuster of John Brennan's confirmation as CIA Director in order to demand more information on the White House targeted killing program. Paul began speaking just before noon on the Senate floor and kept at it for over 12 hours.

Wednesday on NOW with Alex Wagner, President Obama's former White House Press Secretary Robert Gibbs argued that it's counterproductive to block the nomination of John Brennan, who he says has led initiatives toward more transparency.

"I think what John [Brennan] wants to do at the CIA is take military activities and put them rightly in the Pentagon," Gibbs explained. "The military activity of a drone strike will be housed in the Pentagon and thus providing the ability under law to be more transparent."
