Could Israeli settlement construction jeopardize peace talks?

Long-stalled Israeli and Palestinian peace talks are expected to resume tomorrow in Jerusalem, as Israel gets ready to release 26 Palestinian prisoners. But threatening those talks might be Israel’s announcement to go ahead with plans to build new settlements.
