Opponents of photo voter ID in South Carolina point to thousands of primarily black, elderly residents who don’t have access to the necessary paperwork, such as birth certificates, to obtain a government-issued photo ID. If the state’s photo ID bill is upheld in federal court later this year, these voters would be unable to cast a ballot in the November election.Aug.15.2012
