Voter ID rule stirs debate in South

Opponents of photo voter ID in South Carolina point to thousands of primarily black, elderly residents who don’t have access to the necessary paperwork, such as birth certificates, to obtain a government-issued photo ID. If the state’s photo ID bill is upheld in federal court later this year, these voters would be unable to cast a ballot in the November election.
