Democratic Rep. Al Green of Texas summed up the Republicans' failure to lead on health care reform with a moment of silence Wednesday. (Video after the jump.)

“I hold in my right hand the replacement bill that my colleagues across the aisle have been talking about,” he yelled waving his empty hand on the House floor as Republicans and five Democrats voted to repeal the Affordable Care Act Wednesday.

“I shall now read the replacement bill in its entirety,” he said and then went silent, demonstrating that although House Republicans have decried the health care reform law passed by President Obama’s administration, they have failed to offer any replacements for it during the recent debate.

Rep. Gerg Walden, a Republican from Oregon, argued that Democrats wouldn't let any of the Republican proposals through when health care reform passed. Now their mission is to "repeal it, then we can go and do the work of replacing it," he said during an appearance on Daily Rundown Thursday.

"But you guys have been in power since January 2011," countered guest host Luke Russert. "There's over 30 million Americans who are uninsured that this Democratic legislation is going to cover, no matter how problematic you may think it is—don't those Americans deserve to know where the House GOP stands on healthcare reform,"
