1. On Wednesday, the Senate began to consider a measure that would radically change how sexual assaults in the military is prosecuted. This comes one day after Senate majority leader Harry Reid announced his support for the proposal sponsored by New York Senator Kirsten Gillibrand. Getting the bill passed has been an uphill battle for Sen. Gillibrand who joins All In to talk about it. Executive Director of Service Women's Action Network, Anu Bhagwati, will also join Chris Hayes.

2. Tuesday night, Alburquerque voters said no to a ban on abortions after 20 weeks. When it comes to referendums on choice "opponents of abortion haven't had much luck at the ballot box," MSNBC's Irin Carmon writes. So where does this put the anti-choice movement? Joining Chris Hayes to reflect on the defeat are Director of the National Clinic Access Project, Duvergne Gains and President of the Center for Reproductive Rights, Nancy Northup.

3.  Chris Hayes suggests that President Obama's vision of America can be summed up in his Presidential Medal of Freedom picks.

4. Last month All In featured Rep. Trey Radel in a series featuring extreme Republicans called "These are the people who are running the country." The Florida Rep. once owned a company that registered sexually charged Spanish language web addresses. He also fancies himself a hip-hop aficionado. Well, Mr. Radel is back on our radar, this time for pleading guilty to a cocaine charge. Yikes. But Radel's offense highlights an interesting impulse Americans have to see politicians' drug use differently than say, poor, working Americans. Why? Joining All In to discuss are Executive Director of the Drug Policy Alliance, Ethan Nadelmann, New York City Councilman Jumaane Williams, and MSNBC contributor, Joy Reid.
