1. Robert L. Wilkins, currently a District Court judge in D.C. was blocked on Thursday by Republicans from joining the Circuit Court of Appeals. Wilkins is the third judicial nominee in a row to be blocked by the GOP. Wonder why? Because President Obama nominated them. Are Democrats hamstrung, or, is there something they can do?  Joining All In to help Chris Hayes explain are: Former Senate Parliamentarian, Alan Frumin, Senior Editor at Slate, Dahlia Lithwick, and Senator Jeff Merkley.

2. George Zimmerman has been charged with felony aggravated assault after a domestic dispute with his girlfriend in which he allegedly cocked a gun at her. The accusations made against Zimmerman spotlights the problem of gun violence in domestic disputes. MSNBC's Goldie Taylor will join Chris Hayes to discuss the intersections of domestic and gun violence. 

3. All you've heard about the ACA is how rocky the healthcare.gov rollout has been. But according to the LA Times, enrollment benchmarks in California are being met. Joining Chris Hayes to discuss is the Director of the Office of Consumer Information and Insurance Oversight, Jay Angoff
