Don Andres, a staffer to Democratic Congressman Steven Horsford of Nevada described a “sense of panic” at the scene of Monday’s shooting at Navy Yard in Washington, D.C., in an interview with MSNBC’s Chris Jansing. Around two hours earlier, a gunman opened fire in the building where 3,000 people work. Four people were killed and as many as 12 were wounded, NBC News reported.

“There was a man lying on the corner just across from the [Department of Transportation] and you see people are definitely scared,” Andres told Jansing.  ”People just began running up to him and tending to him and people were definitely scared.” Andres said he lives near Navy Yard and police informed him of the active shooter on his way to work.
