Congress races to avoid shutdown

With the clock ticking before a government shutdown takes effect midnight on Thursday, House and Senate negotiators spent Monday hammering out legislation to keep the doors open through next year. Issues holding up the bill include Republican measures to restrict the Environmental Protection Agency and attempts to roll back financial regulations under Dodd-Frank.
