Almost 30 million people along the East Coast woke up Tuesday morning to states of emergencies and travel bans, and thousands are in the dark without power in Massachusetts. Up to four inches of snow an hour fell in parts of the Northeast in the early morning, as the blizzard brought typically bustling cities to an eerie standstill.
