President Obama continues his charm offensive on Capitol Hill with a visit to the Senate Democratic caucus Tuesday. The president will make visits to Republican lawmakers later in the week.

In the opinion pages: Paul Ryan makes the pitch for his latest budget. The New York Times’ Frank Bruni examines the composition of the papal conclave.

New York City Mayor Michael Bloomberg says his administration will challenge a judge’s decision to halt the city’s ban on sugary sodas larger than 16 ounces in restaurants, movie theaters, and sports arenas. The changed called Bloomberg’s ban “arbitrary and capricious.”
