United States military leaders will testify before Congress Tuesday in the latest attempt by lawmakers to get their questions on sexual assaults in the military answered. The number of reported assaults rose in 2012.

In the opinion pages: Director Kirby Dick tells New York Times readers that the military won’t fix the problem of sexual assaults on its own.  The Wall Street Journal’s Bret Stephens warns of a growing Sunni-Shiite conflict in the Middle East. The Washington Post’s Michael Gerson discusses the Obama Administration’s “refusal to commit” when it comes to Syria.
