1. With news that the number of uninsured people in the United States is at its lowest since 2008, and news that 7.1 million people enrolled for health care in federal and state exchanges, things are looking up for Obamacare's public image. Does that mean Republicans need to start recalibrating their 2014 election strategy? Former RNC Chairman Michael Steel and Eric Boehlert, Senior Fellow at Media Matters, join us. 

2. Former Port Authority official David Wildstein, a key figure in the "Bridgegate" scandal that has engulfed New Jersey Republican Gov. Chris Christie's administration, is reportedly cooperating with federal prosecutors. We'll discuss with Bob Ingle, Senior Political Columnist for Gannett New Jersey Newspapers and author of "Chris Christie: The Inside Story of His Rise to Power."

3. Former CIA Director Michael Hayden had some choice words for Senate Intelligence Committee Chair Dianne Feinstein, D-Calif., on her push to release a committee report on torture during the Bush administration. On "All In" tonight: Sexism decoded, with the Communications Director for the Progressive PAC Emily's List, Jess McIntosh.

4. Plus, a look at the GOP's possible 2016 front-runners making waves: Kentucky Sen. Rand Paul charged former Vice President Dick Cheney with supporting the Iraq War so that Halliburton, the military contractor where he was previously CEO, would profit. And former Florida Gov. Jeb Bush, who said Sunday that he'll decide whether or not he'll run by the end of this year, called illegal immigration an "act of love" in an interview Sunday.
